admins can attach what others cant

i dont want my members to be able to attach htm or html files, for obvious reasons, but there are many times i myself would like to be able to attach them

so as admin, i should be able to do anything i wish, the same rules that aply to members should not apply to me, but right now theres no way to set that

i also wanted a hack where "the rles do not apply", so that would cover attachments, posts not being long enogh

and so on

can anyone do that? might end up being a bit complex
