How do I show the "top thread" on the forum home page?

You know how it says "Welcome to our newest member" on the forum home page and automatically updates every time a new member registers? Well, how do I do that for the top thread (ie: the thread with the newest reply)?

I already have it so that the top thread in each forum is listed, but I want to also display the top thread on the whole board at any given time.

How do I do that?
