What does it mean to edit the database?

Ok, Im just a bit confused about a few pieces of information.

Pretty much all of the hacks I have installed came with an install file of some kind.

Im trying to add on to my board and Im running into hacks without the install files that just have install information.

For example, this are the directions for the V3arcadecategories hack:

Now what exactly is that for, where do I put it and where do I find it?

If its for queries, how do I use the execute queries option in the AdminCP with this?

Im just a bit confused as this is a new are for me.
