[Request] PM or E-Mail to user if his/her post was edited or deleted

I have a suggestion: Is it possible to develope a hack that sends an E-Mail or a PM to a user if his/her post was edited by a Admin, S-MOD or MOD.

If a Admin, S-MOD or MOD edits or deletes a post, he may have a textbox where he can give a notice, why the pot was edited or deleted. If he/ she fills out this form, this text and the thread that was deleted or edited are send to the user who posted it.

Sorry if my english is a little cunfusing, but I am not a native speaker, I am from Austria and german is my native language.

If someone would code this hack for me, I would like to translate this hack to german language then if that´s okay.
