multiple instance of popup link not working

hello,
I am hoping someone out their can help me with this problem. I am trying to create two nav bars; one on the top of the page and one on the bottom of the page. In this nav bar I have a popup link menu; say in this case 'quick links'. The nav bar at the top works perfectly, when you scroll over the Quick Links a popup menu shows. However, the bottom nav bar does not, when you scroll over the Quick links on the bottom nav bar it does not expand. Now if I remove the top nav bar the bottom nav bar works. It seems as if the system does not allow multiple instances of the same script running. Is their any easy fix for this.
