Display option for tachy goes to coventry

I tried this out on a troublesome poster yesterday.

A normal poster sees no message at all when they post, as if they had never posted at all.

A forum moderator sees "The administrator has decided <unsername> should be quiet for a while"

As do the admins.

Is there anyway of changing it so that only the admins see that message, and the forum moderators see what normal posters see?

I checked through the group options for forum moderators but couldn't see anything to do with it.

It looks like all moderators get to see the message, I only the admins to see it.
