User Comment System (Like yaXay)

Anybody here remember how the yaXay user comment system worked? In a user's profile, you were able to post comments and a rating for a user, and those ratings would be right in the profile. Can anyone here make something like that? A nice additional feature would be to put the average rating in the postbit.
