Post icons mandatory and filtering

I'm looking for 2 modifications for vB4...

1. Making it mandatory to select a post icon when starting a new thread.

2. Giving users a mechanism to filter by post icons and only see threads with the selected icon(s) associated with them.

Might be able to pay a small amount for quick delivery of these.
