Limited Posts per Thread

Hey Guys/Gals,

We need a mod which can perform as

User have x number of posts to post into threads in a specific forum category.
User can post maximum 3 posts per thread.

We are trying to create a ratings forum for our sponsors. So users can leave positive or negative feedback in a thread but not flooding it.

So feedback remains neutral at most.
