Registering new members

I need to figure out a method or sequence of steps for new member registration that will additionally serve as a guard against spammers etc.
For instance
New member registers
Then I receive an email
Then I send them a question to answer
If they answer correctly I let them join

Is this fomual something that would work.
What areas in my ADMIN section and what things do I need to know in order to set some sort of resistration formula up.
