Fixed Forum with Fluid Navbar

I want to design a style but I what the header and navbar to remain fluid while the body is fixed. I've search the site for this topic, but I haven't been able to locate a thread on this. I just need to know which template to edit so I can get the Header and Navbar to remain in a fluid format. I tried editing the vbulletin.css, but it didn't work. When I change the body width there, it changes for the entire document. Even with adding a Navbar line to the css it does nothing.
