Set Minimum Allowed Width For Header

I have been searching around here and vBulletin.com trying to find out how to deal with these two items.

I found the "vB4: Skinning Your Forum in 10 Easy Steps" article on vBulletin.com and went thru the steps to change the header graphic.

1) After changing the graphic, the two advertising areas are no longer active. How can I get those back?

2) If a visitor resizes their browser below the width of the header graphic, it either collides with something else or just hangs way out to the right. How can I set a minimum width based for the forum? (Yet still let it be resized.)
