Ignore Certain Users

Here's the thing. I have certain users that wishes to block someone from their page. We're running 3.7.1 and some users are posting in their page (leaving comments, sending them PM, etc).

I want a modification that does the following.

• When a user(s) is set on the Ignore List and they wish to view their profile page, he/she will be redirected to another page.
• When sending a Private Message, they will get an access deny or a page that tells them he/she doesn't wish to receive any PM from that particular user(s).
• When they're viewing a post, they will get the default info from vBulletin.
