Image Appears In FF but not IE 7

Please view the images of the same thread, look at the lower left corner, and you'll see the Infraction Icon, and a Trash Can in the FF screenshot. Yet in the IE 7 one, you see only the Infraction Icon.

Both images are PNG's, there is no red X that appears on the IE 7 one, and it's obviously in the template or the FF one wouldn't display either.

So why is this image not appearing, and how do I fix the problem?
