Questions regarding vbulletin migration cost

I know that this is my first post but I did come on here for a reason.

I am currently an SMF user and have been doing quite a bit of research on vBulletin and I have finally decided to make the switch.

I am looking for somebody who would be willing to help me migrate my current forum over to vBulletin and create a new type of layout.

I basically am looking to create the same website but with many options and add-ons to offer my users.

I would like a new skin on the forum but all in all, just migrate over and add a bunch of stuff.

I realize I am not being very clear here but if you would like to design this site I would like for you to contact me.

I don't have my vBulletin license yet as I need to make a proposal to a sponsor on how much this will run and at that point, I can move. The sponsor is eagerly awaiting my response on what exactly it would cost and will quickly provide the funding to do this.
