Require links before posting

So I run a hip hop message board and a we have sections were the members can post their work and get feedback on them. One of our biggest problems is, many users do not feedback on other posted work. Even with set rules in place that say you must include a certain number of links before you can post or your thread will be closed, people still manage to not include these links. Our mods have done a great job thus far, but as you probably imagine, it gets out of hand and the mods have to sit cycling through closing threads.

so now I'll try and explain this the best I can..

Basically what I want to do is when a member posts a new thread in a specific forum which I've set to require links before posting it'll have one or two boxes that you must enter your links for and if they do not enter the links, the thread will not be submitted. The boxes will serve as a visual reminder to the member to include his/her one/two links, and this also makes the life of a moderator slightly easier, as they don't have to search through (sometimes) 2-4 or more pages looking for links - as the links will show directly underneath the title thread.

Now I don't necessarily think this modification will work flawlessly, because I'm sure people will start entering fake links.. But the main point is, that they know the links must be entered. I'm sure it'll filter out the majority of the people who fail to post them. And will ultimately make it easier on the mods when they're checking posts.

When my moderator first mentioned it.. I was like great idea. It sounded easy in my head as far as setting it up.. And I was like I think I may be able to do this one myself.. I then went to start and realized, maybe I'm not the right one to be doing this.. Because my vb coding skills are just sub par.

I'd be able to create the input boxes underneath the title box, but other than that I wouldn't be able to code the basic mechanics that verify that links been entered, or how it checks to see if that specific forum requires links and what not. =(

I posted this in the unpaid section, because well I really can't offer money and the little that I can offer, would seem like a joke IMO. So yeah. I have a good $15 in my paypal as we speak. So if that helps any i'd donate that for the good amount help anyone is able to offer.
