Skin for vBulletin 3.6.4

Hello!
I am opening a new website, and would like a new original skin for it. The skin should be a kind of dark, something looking like this:http://elitehackers.info/

Not exactly the same, but you get more of an idea of what I would like if I give you an example. Help with this would be extremely appreciated! If you want to know anything else don't hesitate to ask.
