how-to add moderators to ignore list?

Situation:
My board has moderators for the public board area, I do not want my users to be able to ignore them. My board also has moderators for private usergroups. Because those mods for the private groups are "moderators" to the software, users are not able to put them on the ignore list.

I need to fix this so that users can ignore everyone but admins and public area mods. How would I do that?
