This hack takes any emails sent by administrators only that has the <html> tag present, and sends it as an HTML email message.

So, these newsletter templates are for newsletters that are displayed on an actual webpage and not sent to someone?

No, this hack is to have the ability to send out HTML newsletters via the built-in email system of vB.
