Yes, it's under User Banning Options in the Admin CP. You can either do certain emails or domains (including TLDs).

since this is related. you might like to modify your phrase which explains why that email account might be banned. I have been experimenting with wording but have not found a good phrase to use yet. I still get many people contacting me saying why have you banned my email! Has anyone found a good phrase to use?
