Is there a way or is there a plugin somewhere that lets you specify a certain # of posts in order to gain access to specified forums?

Like in the Forum Manager, a setting such as:
Required Post Count: _____________

Yes - Promotions.
Setup Usergroup Registered so it cannot post in the restricted Forums.
Create a new Usergroup that can post in the Restricted forums.
Create a Promotion that Promots Users from Registered to additional Members of this Usergroup based on Posts.
Done.
