how do i combine users from one database to another?

i was wondering how i can transfer all the members from one site to another. i know i need the database or will a php back up of the user table work? please let me know the steps i need to do to accomplish this.

just the users from one forum to another. all theyre info name,,password,etc. thanks ahead of time.
