The fastest way to restore using phpmyadmin ?

It's bad that I don't have SSH access to my hosting so I guess I'll have to restore my board using phpmyadmin.

my backup file is .gz and 18MB, now using phpmyadmin from my hosting CPanel I can hardly run that file, because it's too big to upload via http.

Someone knows any better solutions ?
