If it's a test server, the default username is "root" and there is no password.

A user in Windows has no relation to a user in MySQL (unlike MS SQL Server). Look at http://www.mysql.com/doc and the syntax for granting (GRANT) all permissions for a given user.

You also need to make sure you have an OLD_PASSWORD

Now sure what on "old_password" is...

You are running MySQL 4.1.X and it uses a new connection client, you need to use the old client.
