I need a hack that makes it so that a banning has to be approved by 2/3s of the whole staff or just admins.... Can this be done?

hum.. this is a great request for a big community, but the way i see the job to code, i'm not sure it would be really efficient... best thing to do as an admin is to create a moderation/banning forum where admins and mods are able to comment about the actions taken in regard of bannings.. like a poll for each banning...
