Is there a way to apply mods to all templates at once instead of having to edit them individually?

There used to be a mod on vB2 that kind of did this. I believe it was made by Erwin but i am not sure. It only worked with Installer files that were made to work with it, and it did all PHP and template edits itself, if any could not be done, it told you why and then instructed you on how to do them yourself.
