set up a forum on localhost?

OK. I'll be honest with you all, im a total n00b. Now, you may have seen posts made by myself talking about skins and styles etc etc, And, Ive decided, the best way to learn is to bloody well sit down and learn!

Now, I've got limited space on the web, and i heard that it was possiable to set up a forum on ya C:/Drive. 'Wonderful!' I thought, this is what i need. I want one of thems on my PC right now!

But, i thought...just how the bloody hell DO you get one on here?! I've heard you need PHPerl or something like that...so, I've downloaded version 2.01. Installed it, and bloody hell. What to do now?

Can someone post and tell me how to achieve an offline, localhost forum that i can use to create skins offline?
