Top box on home page?

I noticed the "top" box on the homepage here. im asuming the box shows the people that have posted the most modifications. I belive theres something wrong with it because i know of a few people that have posted alot of mods and they are not begin displayed. or dose it server anthor purpose?. "Top" dosent really tell anyone what it dose
