Need some help

I have vbulletin 2.2.2 installed. A user that is already registered or even a test user that I just created goes to forums and logs in. Then they try to view their private messages or post a new topic or reply and get a message saying that they either do not have access to the page or are not logged in. At the bottom of this message there is a spot to enter the user name and password again. They will put in their user name and password in again, then it will let them in. So I know it is not an access right problem because it does let them in but only after login in twice. Have any of you guys seen this or know what the problem might be?
