Hello,
I am using vb 3.8.2 and and other sites with the same version of vb they are able to make the "Your Notifications" blink. Is this a mod? If so can someone give me the link to it? |

I can not find it anymore, I think it was a very old version of vB3 that had that.
But TBH, I would not do this at all, blinking text is considered extremely annoying by most people, and has even been known to trigger epileptic seizures in susceptible people. It should be used only in the most extreme circumstances. |

As already stated, blinking text can be annoying. May I suggest this instead which just changes the color of the notification area that you show in your image - https://vborg.vbsupport.ru/showthread.php?t=201961
