Make only certain email accounts moderated on registration

I've a problem with one particular user, who keeps on re-registering with hotmail.

But when I thought about it, I thought

Could it be possible to set new users using hotmail [or another domain] to moderated on registration?

Or could I set new users using hotmail to a particular group which could be moderated?

Do you get the gist? Have I explained myself well? Can anyone help?
