Is there a way to have the Contact Us link send the message to a thread in a Admin forum and then have the option to reply to that message from the forum in a way that sends an email to the user?

you could create a custom form using this mod. it allows you to submit the form results as a thread. You can replace the sendmessage link with the link of the form in settings/options/Site Name / URL / Contact Details/Contact Us Link

Though, there aren't already some existing hacks/mods that replace sendmessage.php?

There are contact us enhancements. But the mod I posted is the only one that allow posting as a thread (at least thatI know off).
