I haven't seen any official book for learning vBulletin programming. There's plenty of books available for any programming language and even other CMS, but nothing for vBulletin. Can someone please tell me where to start?

There are plenty of books on PHP which is what you need to learn along with HTML and CSS at a minimum. Other than that the best resource for learning to code for vbulletin is actually here.

If you wanna just jump right into stuff, then your best place to start is the Articles tab at the top of the forum IMO
