Set "Receive Email from Admins/Members" to ticked for all members

In User Control Panel > Edit Options, there are the following two options with "tick" box:
Receive Email from Administrators
Receive Email from Other Members

I want to set these boxes to "ticked" (yes) for all members. Is there any option to Admin CP to do it or something query that I must run to set it?
