I must be a fool because I swore this was an option somewhere, but I can't find it. In the moderator permissions I can block mass-moving of threads, but is there anywhere to prevent a regular mod from moving a thread at all, even 1 at a time?

It's under "Manage Threads" in Show All Moderators > find user > forum > Edit.
If they can move threads, and they are a Mod of only Forum A, then all the mod can do is move threads from Forum A to somewhere else, they can't move threads from somewhere else to Forum A. |

Got it- "Can Manage Threads" - the help says it also stops things like stickying and thread merging, I can live with that.
