Limit how often a thread can be replied to?

I'm looking for a possible mod / add-on that will restrict when someone can reply to the thread based on the time of the last post.

I would be using this for a For Sale/ Trade section on my forum and it would be nice to limit "bumping" of threads to say every 4 hours or once a day.

Running vB 3.8.x - Any suggestions?
