You should never allow HTML in posts, as it opens up your forum to a world of trouble.

Only administrators can use HTML editing. Other users won't be able to . Is there a problem again?

If only admins can use html, then you are placing great trust into your admins not to break the board. I advise that not one user can post HTML.

You can enable it for signatures. There is an option for it in the forum settings in the forum manager, however this is global for everyone. So, no you can't.
