Max. Replies per x hours in threads not forums

Hi there ,

I need mod for make user can't reply after his reply or his thread direvtly except x hour ,

I mean if user put thread , he can't reply per x hour
but if another user reply for his thread , he can reply before x hour

I want to prevenr spam or up replies for problems and requests threads and i want to make it in some forums not all
