Random thread select by modertor in homepage & in the forumdisplay

Looking for MOD that will presented selected thread ( by the managers ) in the forum home and in the select forums (forumdisplay).
The intention that moderator will be able to choose in theirs forums threads that they want to promote or that they think that all of users need to see them !
The threads these will be presented firstly in the top op theirs forums (2 or 3 In the random form), and also all the selected threads from all the formus in forum home (2 or3 selected).
That the three of the subjects will be presented with, headline, picture from within the announcement ( if there is ), and number of characters that we will define
