stop header from reloading??

You can delete your no-cache headers at the top of your index page, but I don't know that I would recommended that for the index page (there is a reason vb doesn't make them optional on the index page).
You may want to look at your site as an unregistered user. Your floating Welcme you are an unregistered user.... thingie sits where you can't even read it depending on your browser window size. |

For not removing the no-cache headers? Basically if a user has been to the page before and those headers aren't there, then it is OK to pull up a cached version of the page. Try it on a copy of your style and see what happens.
