VB sent me here: How to turn off PM sending function for members but not moderators

I want to encourage our members to use the Help Desk (VB Projects) to report issues with the sites versus sending pms to the moderators/admin and to use their visitor messaging system to have one on one conversations between their friends.

I want the pm feature to be used only by the forum moderators and admins only.

BUT I still want the moderators/admins to be able to send PMs to members.

Is it possible to have member groups setup and if so how, to be able to receive PMs but not be able to send pms?
