Newbie Question - Custom Theme Not Displaying

Hello, I have a custom theme that I am working on for vBulletin. I have successfully applied this xhtml to Miva Merchant 5.5 and Drupal 6.8, so next on my list is VB 3.7.4.

The first thing I did when I installed vBulletin was to duplicate the Default theme and rename it for my project. Next I created an admin user (I don't think you can install without this) and then created 1 "regular" user.

When logged in as the admin user, there is a little dropdown at the bottom of pages that lets me choose this other theme.

Once the admin user is logged out, and for all other users on all pages the default theme is shown.

Even though I set the custom theme to have a weight of 1 and the default theme to 2... vbulletin will not display my theme. Both default & custom themes have "Allow user selection" set to false. I don't want to delete the default theme, but I can't figure out any other way to show ALL users the same template.

Yes. I have read the documentation. I could not find any pages on forcing a default theme. The only settings available are geared towards letting users choose their theme.

This is not a choice on our website They will use our custom theme and like it!
