User Notes Glitch

I wasn't sure where to post this. I've found a glitch in the usernotes. I'm on 3.6.8 and even with all options disabled and only the mods/admin should be able to post usernotes or see them for anyone. Users are able to see their own usernotes. I've double checked all the usergroup settings and everything is set to "no" except "notes can be left for this user". So they shouldn't be able to see them. ANy help?
