Forum Landing Area

How do I do this?

I want to set it up like this guy did. He made it so when a user clicks on a forum from the forumhome page he is taken to a choice of subforms. Like the picture below.

Every time I try and do this it makes it so people can make posts in that landing area. I don't want that. did he just remove the post button from that page? Or how is this done?
