In the Forum Manager, when editing a forum, you can use a Forum Status Icon Prefix.

That option requires vBulletin 3.7, if you are on an older version you can try this: Custom Forum Status Icons

I'm not sure what you are asking. The modification I linked to does what is in the picture you posted. Did you even try it out to see?
