Anyone know of a Public Broadcast Message plugin or hack for vbulletin?

I am looking for the same or similar feature as PHP-NUKE has which they call the "Public Broadcast Message".

What it does is allows any user/member to type and submit a one line message that will appear at the top of every page for everyone else to see. Basically a Public Announcement which is only temporary and is seen once by anyone visiting the website within 10 mins or so of submission. After it has lived it's time, it auto deletes out of the database or expires from view.

If more than one announcement is submitted, they are viewed in turn but only once.

If anyone knows of such a feature for vbulletin or who I can talk to for this... any assistance would be greatly appreciated.
