From which version are you trying to upgrade? Also are you trying to upgrade to 3.7 'Gold'?

If you are upgrading from 3.6, have previously tested a 3.7 version in this same database and after this restored the 3.6 database without first deleting all tables and then try to upgrade, then this can also happen. See bug report: http://www.vbulletin.com/forum/proje...?issueid=25167
