If I move servers, and my forum is currently located at my site root, but I would like the forum on the new server to be in it's own forum folder, when and if can I make the changes? Can I install the new forum in it's own seperate forum folder and then import the old database with no problems, or do I need to keep the original structure of the old forums?

Yes. Is all you need to do is update your vb options (under general settings if I remember correctly) to mydomain.com/forum. Don't forget to setup a 301 redirect in your htaccess, otherwise all of your search engine links will be dead.
