Force users to give a reputation comment?

Hi,

I would like to force users to give a comment/rason when they add a reputation. By default you can write a little comment but you are not forced too, i would prefer that users can't give the reputation if they don't write a comment too.

Is this possible? how can i do that (hack, modif of template)?
