Compress/convert BMP/bitmaps?

Let's say you have BMP files uploaded to your website and they are approximately 1.5MB each. We all know that will take a huge amount of disk space/SQL Storage depending on your setup.

How would I compress or convert BMPs to another image format so I can save diskspace/SQL Storage?
(These are for the attachments in VBulletin.)
